Civil Division Holds Court Users Committee Meeting

The Principal Judge, Hon. Justice Dr. Yorokamu Bamwine, presided over the High Court Civil Division's Court Users Committee meeting at in Kampala.
At least 50 stakeholders attended the October 27, 2017 engagement. They raised a number of pertinent issues including the need to rethink mandatory mediation,regulate witness statements, guidelines for recusal and the need for all High Court Divisions to hold Court User meetings.
The Principal Judge commended Civil Division for holding the meeting at such a time as this, noting that "by opening ourselves to the public we can be understood and appreciated more and more".
"A strong communication network in our jurisdictions, High Court Divisions and Circuits is one of our strong points in this endeavor," said Hon. Justice Dr. Bamwine.
The Head of the Civil Division, Hon. Justice Stephen Musota, urged stakeholders to embrace initiatives such as settlement week as a strategy for addressing case backlog.
Others notably in attendance were the Chief Registrar, HW Gadenya Paul Wolimbwa and Uganda Law Society President, Mr. Francis Gimara.
The Court Users Committee is a forum that brings together actors in the administration of justice as well as users in the justice system to address problems within the sector and to coordinate responses to these problems by the Judiciary.
These Committees have been lauded as the best vehicle for improving public participation in judicial processes because they provide the opportunity to make the justice system more participatory.
